Joe is a Partner based in the San Francisco office of the firm. With 25 years of experience, he has served as a trusted advisor across more than 30 countries. Previously, Joe held the positions of Managing Director of Dalberg Americas and interim Global Managing Partner. Throughout his career, Joe has been dedicated to fostering a more just, inclusive, and sustainable economy.
In recent endeavors, Joe explored the potential for Guaranteed Basic Income programs in two California cities. He also collaborated with Los Angeles County’s Department of Economic Opportunity to develop and launch a new Economic Mobility Initiative. Earlier, Joe contributed to the design of a digital inclusion strategy for the City of San Jose, CA and partnered with the Barbara Bush Foundation to establish a National Action Plan for Adult Literacy in the US. Notably, he worked with the Office of First Lady Michelle Obama on a post-presidency strategy for her signature college access program, Reach Higher. At Dalberg, Joe has undertaken work for clients that is focused on helping organizations develop and carry out practical strategies to create economic opportunities for the underserved. These include Visa, Google, Facebook, Bank of the West, as well as prominent foundations like Gates, Rockefeller, MasterCard, Skoll, and MacArthur.
Beyond his work at Dalberg, Joe serves on the board of directors of the East Bay Community Foundation in Oakland, CA. For the past decade, he has been a member of the professional faculty at UC Berkeley’s Haas School of Business, teaching courses on Leading Nonprofit Organizations and Strategy Consulting for Social Impact at the Center for Social Sector Leadership. Additionally, Joe served two terms on the US Millennium Challenge Corporation’s private sector advisory council. Early in his career, he served as an elected Commissioner in the District of Columbia.
Joe graduated summa cum laude from Loyola University in Maryland. He earned an MA from The Johns Hopkins University School of Advanced International Studies (SAIS) and an MBA from the University of Pennsylvania’s Wharton School of Business.
