Making a Large Donor's Haiti Strategy Gender Responsive

Situation

Haiti has the lowest gender equity indicators in the Western Hemisphere. In addition, the 2010 earthquake worsened security, access to economic opportunities and healthcare for women, girls and boys. Dalberg conducted a comprehensive gender assessment of the country for the largest aid agency in Haiti. Leveraging insights from the assessment, we worked with the agency's program officers in Haiti to make their programs more responsive to the needs of women, girls, and boys, and more likely to empower them as actors rather than beneficiaries.

Dalberg Approach

Through a participatory process, Dalberg interviewed and facilitated workshops with relevant domestic and international organizations dealing with women's rights, public health, access to finance, agriculture and energy access. Building on existing literature, we incorporated the experience of all stakeholders - from UNFPA, UNIFEM and Gates Foundation to remote women farmers, hospital nurses and refugee camp sex workers. This enabled us to immediately develop relevant strategies for the client's programs to become gender responsive.

Results

We wrote the client's Haiti gender assessment for 2010 and worked closely with its program officers in Haiti to enable the new Haiti Country Program to vastly improve the participation of and leadership by women. The gender-responsive strategies we recommended have been incorporated in the 2010-2015 Haiti Country Program. The results framework of the program has also incorporated gender-responsive indicators that Dalberg developedin collaboration with USAID's monitoring and evaluation team.
